A product design agency decides how your software should work and look. It hands over flows, screens, states, components, and a clickable prototype. A product development agency builds the software. It hands over working code, infrastructure, tests, and a product people can log into. If you have engineers but no designer, hire a design agency. If you have no engineers, you need a development partner, and you should check how deep their design skills really go.

Below is what each one delivers, who owns what afterwards, how handoff works, and a simple way to tell which one your company needs right now.

What a product design agency hands over

The output is a full plan for the product, drawn out. User flows show each step a person takes. Screens show what each step looks like. States cover the empty, loading, error, and success versions of those screens. A component library lets your engineers build new screens that match. A prototype lets you click through the product before anyone writes code.

What you do not get is software. A few design studios also write front-end code, but most stop at files in a tool like Figma, and your team still has to build it. For an AI product, the design work should also cover the moments that are hard to draw. A slow model response, an answer the user does not trust, or an agent that needs approval before it acts all need a designed screen.

What a product development agency hands over

A development agency ships a working product. That means front-end and back-end code, a database, hosting and cloud setup, connections to model providers, and a way to release updates. Many also run QA, which means checking that features work before users see them. Some keep the product running after launch as well.

Design is often part of the package, but its depth varies a lot. At some firms it is a real team with its own process. At others it is one person who styles screens after the engineers have already decided how the product works. Both kinds of firm will tell you they do design.

Who owns the code and the files afterwards

Ownership should be written into the contract, not assumed. From a design agency, you should get the source design files, the component library, and the right to use and change them. Ask for the files to live in your own workspace, not behind a link to theirs.

With a development agency, more is at stake. You want the code in a repository your company owns, admin access to every cloud and hosting account, and control of the keys for any outside services. If the agency holds those, leaving later is slow and costly. Ask what written documentation you will get too, because the next engineer to open the code will need it.

How handoff works between the two

When design and engineering sit with different teams, handoff is where projects slip. A good handoff includes notes on every flow, every state for every screen, shared color and spacing values, and clear rules for what happens at the edges. It is not one meeting. It is a few weeks where the designers stay on to answer questions while the engineers build.

If you hire both kinds of agency at once, name one person who makes the final call. Without that, the designers draw something the developers say is too costly, the developers quietly build something simpler, and you find out at the demo.

Hybrid shops and what to check

Some firms sell themselves as a product design agency and engineering firm in one. That can work well, because one team owns both the plan and the build. It can also hide a weak side. Ask to see a full flow from a past project and who designed it. Then ask to see a shipped product and who built it. If design work is always credited to an outside contractor, design is not really in-house.

A hybrid shop is often the simplest route for a founder with no technical team. It is often the wrong route for a founder who already has good engineers, because you end up paying for build capacity you do not need.

Typical engagement shapes

Design agencies usually work on a fixed scope of a few weeks for one part of the product, such as onboarding or a dashboard, or on a monthly retainer for ongoing work. Development agencies usually work in longer blocks. A first version of a product commonly takes a few months, and many firms then switch to a monthly team for upkeep and new features.

The shape tells you how big the bet is. A short design project is a small bet you can judge fast. A build that runs for months is a much larger one, so ask for a short, paid discovery phase before you sign up for all of it.

How to tell which one you need

Start with who is on your team today. If you have engineers but no designer, hire a design agency. Your engineers can build. What they lack is a clear plan for what to build and how it should behave. If you have no engineers, you need a development partner, so look hard at their design work before you sign. If you have a technical cofounder who is stretched thin, a design agency is often the faster fix, because vague specs slow engineers down more than a lack of hands.

Then look at the problem itself. If people sign up and get lost, that is a design problem, and more code will not fix it. If the product breaks, runs slowly, or cannot handle more users, that is an engineering problem. If you cannot tell which one you have, a short design audit is a low-cost way to find out.
